Hot Air Gun Vs Undercoat?

:o Forgive me. It's an honest, genuine question. Only I have some undercoated wood here. Me looking at it? I just can't imagine it bubbling up, like gloss does. Looks almost powdery. Would hot air make it scrapable, please?
