Paint or primer?

Got some work done recently which involved some new plasterboard and skim. Was in woodies the other day and got talking to their paint guy and asked for an undercoat. He said I could use brilliant white in a 3:1 ratio with water. Then 2:1 ratio with water, then 1:1 ratio with water. And finally paint the the finish colour.

I've not seen nor heard of this anywhere before. Is this a thing, or is it pure messing/wasting time?

Slightly raging as I bought some brilliant white at the time and i'm not sure where I've put the receipt (assuming he was talking bull).

Dilute first coat by 30 %. Do two normal top coats

And that's sufficient to stop the plaster work from sucking all the moisture from the finish coat(s) of paint?

Ya, it allows the initial coat that bit of extra time to bind.
