Exterior paint advice

Smooth plaster outside. House is 17 years old.

Paint has bubbled/flaked, especially lower down.
I'm told this is caused when the cavity is filled with insulation, the moisture migrates back out and brings salt with it.
I am advised to scrape off the loose paint and paint over. I read on here about an additive you can put into the paint as a stabiliser but can't find that post now.
Otherwise, any other advice on paint brands etc?

I also have quite a few cracks, suspected mica in the blocks...

I had an engineer look at it and he recommended filling the cracks with sikadur 33 sealant and painting over. He also mentioned oil based paint but I'm reluctant to do that.

I'm told sikadur is hard to work with so i would be grateful if anyone could advise on a god seaker for cracks?
