Fixing floor before putting down laminate

I've actually taken up our laminate floor in the bedroom as there was always one board which wobbled. Putting in new wardrobes soon so would like to fix this as it would be very hard after they go in.

I've stripped the floor back to where the problem is. If I put my small spirit level on floor it will actually rock back and forth. So there's a little raised part. Looks to be on the edge of a floorboard.

Could I sand or plane this part to flatten it? Only seems to be a couple of mm. Tried hitting it with a hammer but noting happened.

Yeah. Sand it with a block of wood wrapped with sandpaper. Or pear it with a plane

A belt sander might level it... Hand sanding will go nowhere.

Have a loan of a belt sander and a hand planer. Hopefully can do it with those 2.

can you screw the board down? If not, a wood planer would be best. A belt sander will produce too much dust, IMHO.
