Total newbie question. I want a reliable simple cost effective alarm for a house I’m moving into in 2 weeks. Where do I start?

    DIY or Professional Install?

If pro install, then the installer needs to be a PSA certified installer. The general recommendation is to get three quotes from PSA installers. They should come to your home, do a security survey, make recommendations based on your needs and give you a quote.

Also I'd be weary of the companies who advertise low install costs, they tend to have very high monthly monitoring costs, which make it overall much more expensive in the long term.
