Mains water valve location

I am looking at getting a water softener installed in my property and have been asked to locate my water shut off valve.
I can only locate the valve on the footpath.
The mains pipe flows from the the front to a rear extension but no shut off valve is connected, neither outside or the inside.
Is this unusual? Would this prevent a water being installed?

Depending on the age of the property, have you checked under the stairs?

Our value is behind some panelling under the sink..

Ours was located under the floorboards in a converted garage.
The previous owner had kindly left the floorboard up so it was visible.
That said we have flooring over it now so only have the outside one at meter.
You should still be able to get softener but there is more of a question where it will go and may be more work involved

Thanks. I reckon there isn't one located in this property. The mains pipe is visible outside and enters into a back extension and connects to sink and washing machine. Might give a plumber a call to double check and install one if necessary for softener installation
