PC build, unsure if this is a good option

My son is keen to build own pc. He got some advice online and was given the below parts as a good build option

I don’t know anything so would like to know if he’s buying the parts/good combination.

2. What will be the main purpose of the computer? Gaming. Steam online

3. Do you need a copy of Windows? [Yes

4. Can you use any parts from an old pc. No

5. Do you need a monitor? No

5a. If yes, what size do you need. [19'/20'/22'/24'/etc.]

5b. If no, what resolution is your current monitor and do you plan to upgrade in the near future? [1920x1080/1440x900/etc.] [Yes/No].

Think he’s planning on using the TV for the moment and will get a monitor later. Is this wise?

6. Do you need any of these peripherals? [Keyboard/Mouse/Wireless Card/Card Reader/Speakers/etc.]. - Yes need all

7. Are you willing to try overclocking? [No]

8. How can you pay? [Bank Transfer/Credit Card/Laser]. Any of these

9. When are you purchasing? [In x days]. ASAP

Motherboard: change to MSI B450 Gaming Plus (ATX)
Graphics card: wait a week, buy one of the dual-fan AMD RX 5700 cards - better performance for same price as RTX 2060.
Case: Phanteks P300 has pretty bad thermals - I'd consider something else.

What's your overall budget?

Drop to a 2600(non X variant), a cheaper cooler(spending that much on a CPU cooler for a 2600/2600X isn't making a whole lotta sense to me) a motherboard that has built in WiFi eg B450 Carbon Gaming AC from MSI which also is supposed to have good sound. That way you can ditch the PCI cards altogether unless they are strictly necessary for some reason.
Spend the money saved on a better GPU or upgrade keyboard,mouse, headset.

Just a few questions on this. Is the BIOS update mentioned on pc partpicker difficult to do?

Is the dual-fan RX 5700 xT built by Sapphire also?

Shouldn't need to update BIOS on the MAX motherboards.(not yet anyway). But when the time comes it's not too hard.
