Could you arrow using ms paint so as to be specific regarding leak location. As I see it there are but 4 places: the swivel point for the spout, either tap section or the feed into the tap under the counter (which is unlikely to appear at the countertop surface but might.

Just wondering what could be the cause of this leak.
When i tighten with vice grips he reduces amount ofcwater getting out a little but still leaking.

Is there something that needs replacing?

    Thanks

O ring is gone in spout. If you look at the back of the tap there is the smallest Allen key you have ever seen. Unscew this save the nut and take the spout off. Bring it to plunbers providers get o ring.
