    I read the article below and couldn't help see parallels to Irish drug gangs. We created a market for illegal drugs only supplied by gangs. The money is massive, they have an incentive to push them and create new addicts. The harder the police clamo down on them the higher the profits. Singapore and Philippines try executions for drug offences yet still they are attracted by the huge profits. Three strikes rules in the US still don't deter them. There is just too much money in it. Surely the only solution that hasn't failed completely is to take away the profits from the drug gangs. Give the government a monopoly on it. Existing addicts get their fix and supports to get clean. No advertising or pushing from dealers to create new addicts. Sufficient budget to help existing addicts get clean.
