    Anyone got any recommendations for good free or cheap pdf editor/creator?

    Most word processors (MS Word, LibreOffice etc.) can read pdf documents and allow you edit them. I'd also use AbleWord (www.ableword.net) to edit pdf documents.

    Openoffice / Libreoffice have been able to export to pdf's for ages

    https://www.pdfforge.org/pdfcreator means you can convert anything to a pdf if you can print it
