House Painting

Hi, I'm planning to paint the outside of my house this year. It has been painted before but there are some areas that are blistering.
One advisor said to use a sealant before applying the next coat of paint. Another said to water down the first coat and use that as the 'sealer'.
Any ideas on which is more appropriate?
    Thanks a million.
    M
