Which is the best prepay mobile provider that allows tethering (use of phone as wifi hotspot)?

Tescomobile at €15pm capped at 15gb seems to be best?

Three which is €20 for unlimited, but as a result they probably have the worst speeds.

Tesco on the three network can actually be faster.

Most allow tethering, Virgin Media who use Threes network , good value

I use 3 for my home Broadband and stream TV and game online at the same time and very rarely have any issues but it's also down to location and signal strength.
