    You wouldn't do that every month, just on the first month when you stop paying on the 13th and start paying on the later HAP payment date, in order to cover the total rent for those extra days in between. From then on, your ordinary top-up rent would simply be due on that later date each month like normal. If the landlord is trying to tell you otherwise and get you to pay additional rent on top of your normal top-up amount every month, they're either trying to scam you or they're extraordinarily bad at maths.

    Really it would be better to be paying on the same date each month, for the sake of simplicity, but if the landlord finds it easier for you to sync up with HAP's silly schedule, then fair enough, I suppose...
