Is planning permission needed for a small studio?

I have zero experience with planning permission in Ireland (ex-US immigrant.) I'm thinking of building a small studio building next to, but not attached to the house. I'd limit the building to whatever the maximum size is that doesn't require planning permission. This is in West Kerry, I've seen homes with studio-type buildings around here. I'd also want wiring, plumbing and sewage (attach to existing septic system). The house itself was built in 2004 and is in pretty good shape. Would need to run a water feed to the studio as well as the wiring.

I've heard that 25 sq. meters is the limit for a 'garage' for which you don't need planning permission, and I believe that would be plenty big enough for what we're thinking about. The county website leaves a lot to be desired, basically looking for 'when you need to, when you don't'. I have questions like can I locate the building anywhere on the property, how many such buildings can we have as we already have a 6 meter x 3 meter shed behind the house, things like that.

Is there a handy guide? I kind of don't want to get involved with the county planners if I don't have to.

    Suggestions welcome, thanks

The 25sqm is the current limit for all unattached exempted development, so with an 18sqm shed you may only have 7sqm remaining.

    When was the shed built?

3 years ago. Oh well, looks like we'll need it.
