Diversion of Irish Water combined sewer

Wanted to build an extension to side of property. I.W. said we have to divert their 300mm combined sewer which is on our property as the pipe would run under the extension. We have to pay for all the works even though the sewer is not ours and preventing us from building on our own private property.
An engineer told us it could be upwards of 30,000 euros.
Laughable thing is, according to I.W. you cannot build within 3 meters of a public sewer but the sewer at present is less than 3 meters from the original house!!!

We cannot afford to build and pay for diversion. I.W. are a disgrace, I am not happy and needed the extra space for the kids.

I have been in contact with diversions. They want us to divert the mains sewer and pay for it all.
