hello, looking for advice on the following scenario:

A person, currently working in the private sector, has been offered two jobs in the pubic sector and has been sent contracts for signing in each case.

For the sake of argument, say that the jobs are:

Position A - Local Authority job with a payscale of 30k-40k
Posiiton B - HSE Job with a payscale of 35k-48k.

The person is being offered a starting salary on the bottom of the payscale in both cases, which is standard enough.

The person would prefer Position A, is there any case to be made that that they should start on 35k rather than 30k as they have another current Public Offer for this amount?

Unfortunately (for hypothetical person) the public sector is not the private sector.
The payscales would be public information with transparent rules. The public sector is generally heavily unionised with alot of bargaining between employers/unions/employees going into deciding these rules.
AFAIK unlike a private sector company they don't really have much leeway to chuck it out the window and throw money at people on a case by case basis to hire "the special one" they really want.

no this would not be a reason

there is scope for incremental credit for certain previous public sector experience

    Absolutely impossible

It can and does happen. Ask to be started on a higher point and state previous qualifications/experience as the rationale and not because of position B.

In the part of the public service I work in I regularly start new entrants above the first point of pay scales. I have to justify it but it’s not that difficult. These are mainly jobs around the salary point mentioned by the OP. It depends on the local rules in the relavent area of the PS.
