Beech hedging query

    Hi , have a quick question someone might be able to help me with. In our park there a beech hedge planted back at start of the year , but only have the plants actually sprouted leaves in May , rest are still bear or have dead leaves.
    Im assuming they are dead , but just wanted to be sure before pursuing.

    You would expect them to be greening up by now. That said a hedge I saw planted in April is only coming into bloom now
