Torn roof felt when roof flue installed

We got a new boiler installed with a flue coming out the roof. Noticed that the felt is ripped where the flue was put in so you can see the underside of the tiles. But surprised as they were generally pretty conscientious.

Am I right to expect this to have been patched up by the plumber?

Get a Roofer in to fix it properly

Not worth mentioning to the plumber then..? Need to get in touch with them for unrelated reasons so wondering if I should bring it up.

The person who installed the flue is the person that should fix it.
Get someone to put a garden hose on it first while you watch for a leak on the inside. The tile is the first line of defense and the felt is the second so it may be sealed fine from the outside but looks a bit unfinished from the inside.
