    Ok, odd one here!

Received a fixed penalty notice for my car. On the day in question I had loaned it to my brother for a few hours, but he is denying it was him!

I know that it was him but he is a....'difficult character' (you can't pick your family!)

The pic on the notice is only of the number plate, does a wider picture exist that would show the driver and, if so, how would I go about getting it!

I don't want to have to take the 3 points just because he is being stubborn...!

See the little section that says nominate who was driving... there you go.

You can request a copy of the full photo. AFAIK you request it from the processing office in Thurles. The photo on the FCN that you received is just a cropped portion of the full image.
Remember you have 28 days (from the date on the current notice) to send off an 'other driver' nomination. After the 28 days you cannot nominate somebody else.

    edit; from garda.ie
"If you want to get an enlarged copy of the photograph, the request must be made in writing, by fax to 353 504 59844, by post to the Fixed Charge Processing Office, Thurles, Co. Tipperary or by e-mail to npo@garda.ie. The photograph will then be issued by post. Such requests can only be processed for the registered owner or the nominated driver. The primary purpose of photographs is to identify the offending vehicle, and not the driver. The identification of the driver is the responsibility and legal requirement placed on the registered owner of the vehicle."

The 28 day clock continues ticking while you are waiting for this photo, so if going down this road I would be sending an email today.

And also tell your brother that that’s the last time you’ll loan your car to him if you’re ending up on the hook for his carelessness

Nominate him and request the new pic. Your bro sounds like a dick.... was he insured to drive the car?

Not the OP's problem. And not an issue for the Brother either if he just pays the €80 and takes the 3 points.

It is now with Clancy's law.

    Not that they check.

Request the full picture, that will show who was driving. What can he say then? Say it was you dressed as him ?

    Bunch of offtopic posts removed.

Of course, you just have to hope that he was caught driving towards the camera....rather than away from it.
