Weird fault atArklow Bank of Ireland ATM

There has been a weird fault at the Arklow Bank of Ireland ATM today. When you put your card in it asks for your PIN number but when you put this in the usual screen appears with the choices e.g. "withdraw cash" blanked out. Does anyone know the significance of this?
