Amalgamating service to different Public service job

I am moving from HSE where I worked as a Multi-Task Attendant to a new role with Council as a General Operative. It seems I cannot amalgamate the service record together which would have brought my pay scale to the next increment very shortly. Is there any way of joining the time in HSE to the Council ?....Thanks
