Water leak on land

Not sure if I am in the right forum for this (please do not move this to the Irish Water forum). My parents are in their 80's and recently discovered an underground leak in the water system. As a result they are facing a fairly large water bill (about three times what it would be normally).
The leak was there with a while (I don't know exactly how long). Somebody told me that when there is a leak like this Irish Water will be "reasonable" about it and not charge the full amount. Is this true and how much will they knock off? Has anyone else had a problem like this?

Yeah, they seem reasonable for the most part from any reports around here.
More so private houses than farms though.
