My friend is a landlord ,she rents out 2 apartments .
She does her own tax returns .
I know she can buy a bed, chairs etc and claim the cost over 8 years
as a capital allowance expense .
Could she buy a new laptop ,250 euro approx ,
and claim it as she needs to get info re tax ,download forms etc
and claim it over 8 years as part of her tax return on her rental income,
she needs to keep records of bills and expenses in regard to the rental
    units .

Similar to petrol, phone bills etc. i doubt you can claim for this.

    No is the answer.
    I also asked this.

I also asked if I could claim for the cost of a drill and basic tools as I carry out minor repairs myself and was told no.

AFAIK expenses allowable for tax purposes must be exclusively for use as part of the rental business. Laptops, power tools, and anything that you can use outside of the business, are dodgy ground as a result.
