    do you need planning permission to relocate a large volume of soil from one location to another?
    as in about 100 truck loads!

    You need Planning Permission for any alteration of ground level +/- 1000mm.
    Would you be within this allowance?

    There could well be more agencies (other than the planning/coco) interested in this.

    Is it an artificial mound that you're moving? Otherwise, how how do you know the soil depth? 5m deep?
