I recently moved to a house and got eir broad band. I check on fiberroulot map and I’m about 0.5km from the cabinet but I’m only getting around 9mpbs. Is this right ?

Anyways I just seen this outside my house is this the phone line cable thats connected to the broadband ? It surely doesn’t look good, would this be affecting my broadband? Would eir do anything about it ?(prob not)

That there isn't really your problem.

Just because your premise is near a cabinet does not mean, that your phone line goes through that cabinet. It could go through an entire different cabinet much further away.

Feel free to PM me your eircode and I have a gander .. but you being connected to a cabinet is most likely the issue right there. And OpenEIR have no process to move your line to another cab.

The good news is, that they're replacing most VDSL with FTTH over the next 3-5 years. No degradation in speeds then.

Those connections are not great looking to be honest. They can't be doing your broadband any favours. An electrician should have them replaced in five minutes or if you're competent do it yourself. You can buy those jelly crimps online. Try to waterproof the connection after replacing them. Get a door for the ETU (white box) if it's missing.

iusha12 was so kind to send me the eircode. The effin line is hanging straight of the Nangor Road Exchange .... bypassing all cabinets. No NGA cabs info. 4 cabs within 1km .. but not connected to any of those.

NBP it is then. I'd still replace the connections.

Bigger chance of the IFN sorting that out. But yes.
