Contacted about high meter reading

I got a call on my landline yesterday from a "leading utility solutions provider servicing the Water, Telecom & Energy sectors" (that is from their website; I don't want to say the name in case the mods don't like approve).
He said he had read my meter and noticed that it had a very high reading. I would like to know the following:
    1. How he got my landline number?
    2. My meter is at the end of the driveway at the side of the road but my next door neighbour's meter is right beside it so I don't know how he knew which one was mine.
    3. How did he know my meter reading was high unless he has access to previous readings?

I didn't think to ask him all this while I had him on the line but it does seem a bit odd if this company is not connected to Irish Water or my County council.
