Civil Service, HSE or Local Authority?

I’m just wondering which would be best to work for Civil Service, HSE or Local Authority. I have applied for different positions in the above government bodies.

Is there much of a difference between them? I have young kids so I’m just wondering which would be the best out of the three regarding flexi time, shorter working year etc? Is there much of a difference in pay if any?
