Motor tax

Imported a UK minibus last June and paid VRT and got it DOE'd and then put it into storage (as it was bought as a spare). I did not declare the vehicle off the road and, as I did not tax the vehicle, I am assuming that I will now have 12 months of arrears (which is a crazy €1670 due to it not being classed as PSV) plus whatever period if I wish to now use it. As the vehicle has not been taxed, I have never been sent a registration document.

The question is, would I be able to sell the vehicle so that the new owner is not liable to pay the back tax? Can this be done without the registration document?

Can a change of ownership be made without that document?

Regarding back tax,I have bought and sold back to a relative to get around the arrears issue. I presume you need registration book to sell on though

If you sell the vehicle the new owner doesn't have to pay any arrears.

As the vehicle was never taxed it does not have a VLC. The 1st Taxing of the Vehicle will generate a VLC.
At present there are no arrears due as it has yet to be taxed (and consequently is not on the motortax.ie system).
If you want to sell it before taxing it you need to send a letter giving details of the new owner etc to Shannon (along with the piece of paper you received when you VRT'ed the Vehicle).
I have only ever had to do this with a Private Car (around 10 months after it was VRT'ed), not a PSV, but as your minibus is not yet classed as a PSV the procedure should be the same.

The arrears are still there I’m afraid.

Not if he sells it prior to 1st Taxing.....

Not so sure about the OP taxing it himself. There doesn't seem to be a procedure for paying arrears on an imported vehicle. Not saying they won't get him, just that I can't find a definitive answer as nearly all Forms etc relate to Retaxing rather than 1st Taxing.

edit; apologies. Found it .It's form RF100, rather than RF100A which seems to be the form that pops up with most searches. So, as he didn't declare it "off the road" after VRT'ing it he can only avoid arrears by selling it.
