Leaking toilet

I have a toilet where the water is trickling into the bowl. There is a constant low hiss (after float has engaged, and water is coming into the cistern. I changed the complete filling valve unit suspecting it was the issue. Again the water fills the cistern, the float engages and the water stops except for a tiny bit of flow which eventually reaches the overflow and then water again trickles into the bowl at a very low rate. It's not the diaphragm from the flushing unit I reckon as the trickle of water isn't there until the water in the cistern gets up to the overflow.
