Lower Pension fund or investment fees (Vanguard)

It pains me that we have such high fees in Ireland, at least 1%, when in the US investors have access to Vanuard who charge a fraction of that. Is there any service out there that offers something better than Irish Life or Zurich? Is there private execution only PRSA funds that offer access to Vanguard?
