Chainsaw Oil Not Flowing

I have a Sthil MS180 C. The chain oil is not being pumped on to the bar. When I open the cap for the tank a small bit it seems to flow considerably better. I presume the breather/air inlet is blocked. I can't locate the breather on the saw. I removed the exhaust and there is a little orange thing behind it. It doesn't look like a breather though. Any suggestions.
