Buying hydroquinone?

I was wondering is it legal to buy hydroquinone or any skin lightening agents from ebay within or outside the EU? I read somewhere that it's totally illegal whereas it's legal but only under concentrations of 2%. Above that it's considered a medicine as it can only be prescribed by a dermatologist.
