How to get an idea online or visible?

Hi,
I hope this is in the right section or if I can be pointed in the right direction.
I'm looking to run a competition across the span of probably a year but have no idea how to get it online, visible or if there is something similar I can purchase and use.

Idea is simple enough,
1. Individual points, badges etc for achieving certain tasks.
2. Individual points combine up to give a team overall points.
3. Both team and league tables can be published.
4. Points can be awarded by a number of different people.

Ideally I would like something that is visible online and on an app

How it can work in practice, I manage a football team.
I want to award points for being at training, completing drills, scoring goals at a match, effort etc
The other managers at the club complete the same task weekly award points to their teams.
The committee award points for conduct, feedback, cleaning up pitches, coaching badges, sponsor events etc
Weekly the team individual points combine to give a team league table and each team can publish an individual table.

Any ideas or direction much appreciated because I can not find anything currently that ticks the boxes

1. Write a detailed specification. Anything you leave out will be hard and expensive to add later.
2. Contact your preferred software development team. Lots in India sending me emails every few days :-(
3. Mortgage your house.
4. Leave your job, so you'll have time to manage it all.

I won't worry too much about an app, once it's online.
