Is there any issue running power over both brown wires tied together?

Why would you want to do that? Can't you just use a bigger cable?

I haven't come across this type of cable with 2 browns to be honest. Why are there 2 browns and what size are they? I'm guessing 1.5mm if you're thinking of joining them together.
What was the cable originally ran for?

Electrician ran it before the plasterboard went in, I assume it’s used for 2 way switching of lights and it’s all he had, I could use just one brown but it would be easier to use both rather than work out which one not to use

Having thought about it a bit you're better off not using it all. The cable is not rated for a socket if it is for lighting (1.5mm)
I thought you were putting the 2 browns together to increase the size of the cable which might be ok but you would then need 2 blues for a neutral as they need to be the same size.
