Local needs - When will this finish?

    Just wondering if this local needs issue we see carried out for rural Ireland is ever going to be stopped?

    I would love t purchase a plot of land and build but that will never happen as im not "local" to any area only Limerick City where i grew up and Dublin where i live.

    People wonder why rural Ireland is behind and not growing etc, this i would imagine is a huge reason why?!

    I know people will have strong arguments for and against it so im not trying to create any arguments for or against. Just wondering if there is any news on this, as far as i know its illegal in EU law to have this?

    Local needs is an exemption from planning restrictions, so if it ends nothing will be built outside urban areas.

    You and many other misunderstand Local Needs.

    The lands in question will not get planning permission but the council allow it through a local needs assessment.

    So if Local Needs is removed, then the land will never get developed at all.

    But how come there is an assessment in the first place? I understand the rules for local needs but i just dont understand the situation with land, is there a map that shows where local needs doesnt apply?

    there are hundreds of thousands of acres in the rural area of the country where local needs DOES NOT APPLY.

    let me repeat that...... DOES NOT APPLY !!!!

    so if you want your rural house you can go any source a proper site and local need will not be a hindrance.

    However, if you want to live in a rural area that is already over developed, has its groundwater threaten by pollution and which is very close to saturation point for one off houses... then absolutely you will not be allowed to live there unless you can show why you HAVE TO live there.

    the local need policy is not illegal.... and that misunderstanding needs to be stopped immediately.

    what county???

    most counties would have area which local need doesnt apply... but obviously counties within commuting areas of big cities may not.

    The map is to be read in conjunction with the Development Plan (Written Statement)

    From the Table of Contents for same:

    Development Zones
    Development Zone 1 - To preserve and protect the natural unspoilt physical landscapes
    Development Zone 2 - To protect the scenic quality of the landscape
    and facilitate development required to sustain the existing rural community
    Development Zone 3 - To protect the recreational and amenity value of
    the coast.
    Development Zone 4 - To provide for a greenbelt area around the urban
    centres of Dundalk, Drogheda, and Ardee
    Development Zone 5 - To protect and provide for the development of agriculture and sustainable rural communities and to
    facilitate certain resource based and location specific developments of
    significant regional or national importance. Critical infrastructure projects
    of local, regional or national importance will also be considered within
    this zone.
    Development Zone 6 To preserve and protect the heritage and cultural landscape of the UNESCO World Heritage Site of Bru na Boinne, the
    UNESCO (Tentative) World Heritage Site of Monasterboice and the Site of
    the Battle of the Boyne
