Internal wall vents

We have taken vents down throughout the house (recently moved in) and there are some fairly poor states of vent throughout. The 3 bedrooms all have about a 1 inch opening (maybe slightly larger) internally and look to be somewhat obstructed looking through them. In our living room is the opposite state when the hole is the same size as the plastic vent cover and extends straight out to the outside wall unobstructed (leaving something like a 9*6 inch hole in the wall).

If the holes were in good condition we were just going to stick some fresh plates on the walls... Any recommendations for this though? Something that a DIY idiot can manage or pay 'a man'?

Not looking for a Rolls Royce option but would like something that looks grand, allows the right ventilation and hopefully is quiet enough too.
