    I've an XTRONS Android 8.1
Google Maps will only work using GPS.
Won't work using Location Services, which is enabled.

    Any ideas?

I've just found out that if I go into Google Location Settings and choose
    Battery Saving, it works.

The top option GPS / WiFi seems to only work if GPS has a fix.

In case anyone else has this issue.
You need a GPS fix plain and simple. You'll get some sort of fix with WiFi but it's pretty unusable.
For placing the GPS antenna, you don't need line of sight. I have mine under the passenger side dash, located close to an air vent, where it seemed it had the least obstruction between it and the sky.
