While trying to remain exempt from Planning?
There is no minimum distance. But your development must be contained completely within your site. Obviously no windows within 1m either.

Ya it would be fully contained and no windows. It would be a small utility room so just a solid wall. At the moment it's a kind of dead space at the side of the house.

If it's to the side of the house, it won't be exempt from planning

    Can you elaborate?

To the side may require planning. Unless its a shed, store or otherwise?
