Planning query

Cannot find a contact email for my local planning office. Was wondering the following:

Live in a 4 bed end of terrace house (corner house). To the side there was supposed to be a playroom but was not built by the builders for some reason (most other 4 bed semi-d's have one in the estate). Instead there is a side gate and wall which then joins the boundary wall out to the public path.

My question is, do I need planning permission to knock this wall beside the gate and move it approx 2 foot further forward? ie so that the gate and wall are flush with the front of the house? We have a huge front garden and small back garden so doing this would give us extra space at the side for a shed. The front garden is very under utilised!

Thanks in advance, have googled but cannot find any info.

Everything you can do without planning is outlined within the PL.5 Exempted Development Doc

Thanks Jimmy I'll check that out!

Also meant to ask am I obliged to leave access for meter readers or can I put them behind gate and ask them to call for access to read it?

Not a planning issue IMHO, however the meter reader will not read the meter and wont request access either, you will end up submitting readings yourself. Im currently in that situation myself, its a pain as I constantly forget it. Could you recess the gate along side the new shed and keep the meter outside the gate?
