I have just drove past Supervalu in Blanchardstown and noticed the condition the Irish Flag is in. It is an absolute disgrace, how could they let it get so bad? is there any Protocol around this, ? is it a crime to let our national flag go to absolute ribbons. does any one know who to complain about this

    Who to complain to....

Going out on a limb here.... The SuperValu manager?

Wexford is full of tricolours that are more like rags than flags, many of them on public buildings too!

So went back down to the Blanchardstown Supervalu this morning to seek out the manager as advised, guess what; they have changed the flag.
    Objective achieved.

Why the rant? Are you a vexed vexillologist? The national flag should be treated with respect, raised and lowered at sunrise and sunset. A flag wind-frayed at the fly is sad but not criminal, but the manner in which some gobdaws wrap themselves in the national flag (particularly at sporting events) is both inappropriate, illegal and highly ignorant. Get your priorities right!

Only a coffin should be wrapped in a flag. It's not an item of clothing or a Superman cape.

Why the rant? [...] Get your priorities right!

He brought it up with the person responsible, and the situation was rectified

Don't really get your 'rant' point.
