Clearing partial obstruction in mains feed?

    My problem is low flow rate at end of the mains water feed pipe. Council have checked and the flow rate at the meter is 36 Litres per minute with a static pressure of 46 p.s.i. whereas the flow-rate is only about 6 Litres/min at the other end so they suggested there is a partial blockage in the feed pipe and I should call a plumber. I don't see how it should be my responsibility to clear as the obstruction may well be in a part of the pipe which is on public property? Boundary-box is about a metre on the public side of my property boundary. Any comments?
