Is there a way that you can look up all registered boards usernames alphabetically? Or is there a way that you can look up a users by their name?

If you have their username, just put it in the search box.

If it's a closed account you might have trouble. They've changed how it works and it is harder to search for those.
Something to do with GDPR, I assume.

It most certainly does, if they are a registered member with an open account. Hence why the search box states "Find forums, users and posts".

It's just annoying, because I am still able to view the account of a banned person if I find a thread of their's, but yet I can't look them up. Do you get my predicament?
