Draughtproofing under kitchen counters/island

there, I have pipes (water, gas, etc) coming up through a suspended hardfloor under kitchen islands/counter which is suspended over the floor with kickboards underneath. I have pipes (water, gas, etc) coming up through a suspended hardfloor under kitchen islands/counter which is suspended over the floor with kickboards underneath. I suspect there's a draft coming via that through the kickboards leading to the kitchen having cold spots.

What products would you suggest? I had thought of getting airseal tape to initially cover the holes, then use a normal expanding foam over that, followed maybe by rockwool insulation under the counter/island behind the kickboards. Can anyone recommend good value products I can get locally?
