Contacting employees when they are on annual leave

I've been asked to contact a colleague about a non-urgent matter.
He will be out on annual leave for the next 2.5 weeks.

I don't think that this is appropriate.
It's been asked of me because I'm the only one with his number - which I also don't feel comfortable giving out without his permission.

I fully intend to refuse to contact him but can't find any law to back me up on this.

Is anyone aware of anything that could help with this?
