What were the planning exemption rules (if any) back in the 70's

    I'm familiar with current planning exemption rules. But were there exemption rules back in the 70's and if so, did they differ from those now? Something I'm looking at has a sub 40sqm extension, but hasn't the requisite 25 sqm of garden to rear remaining.
