Employer witholding pay/p45/payslips

Hey all. So I recently left my job in Belfast. I gave my employer a month's notice to get my pay/p45/payslips etc ready. Despite assurances that they would be sorted by last day came and went without any of them. When I asked him he said he was under no legal requirement to give me my wages mid month. I researched brieiefly and he seems correct. However, I believe he has shafted previous employees in their final month before.

What can I actually do, despite sending him another letter, to get my p45/ payslips and pay? And how long do I need to wait before formally acting on it. I delivered him a letter requesting the above by 31/03 by recorded delivery. I know its in the north so the laws may be slightly different than the south but If he doesnt issue me with them (which I expect), what should I do next?

    Thanks
    P
