Clearing partial blockage in mains water feed pipe?

Problem is low flow rate at end of the mains water feed pipe. IW have checked and the flow rate at the meter is 36 Litres per minute and the pressure is 46 p.s.i. so they suggested there is a partial blockage in the feed pipe which they say is my responsibility to clear. Any suggestions please?
