Contributory State Pension- 520 minimum contributions

    To qualify for a percentage of an Irish Contributory State Pension you need at least 520 paid contributions now.
    What happens if someone has only paid 250 contributions in Ireland, but 850 paid contributions in an EU country (Germany). Is it possible to combine the contributions from both countries to qualify for a pro rata Irish Contributory State Pension- or are the 520 Irish paid contributions a "must" first?
