I’ve a friend who is a life member of a club but he only plays there a few tines a year, he lives a good distance from it.
He has no handicap but is it possible for him to get his handicap through another club that he plays regularly but isn’t a member of.

Don't think so. Have to nominate a home club, normally where you play most (as a member). Home club manages your handicap and you have to play at least 3 qualifying rounds there each year to maintain it. Sounds like your friend would have to spend a bit more time at the remote club to achieve that, or join another club closer to home to get his handicap.
