help to buy application problem

    Hi everyone
    so currently building a new home
    was hoping I could apply for the help to buy scheme but my online application fails instantly since im paying property tax,
    now the property im paying tax on is the old family home that my parents passed to me so as far as I know inherited properties dont exclude you or at least the rules say that. (property has been demolished to facilitate new build)
    anyway Ive tried about every bloody revenue dept and I keep getting bounced about and getting no where, ive been told i need an exemption to continue my application but then the next person says that isnt the case and so on and so on, I have to say its very frustrating trying to deal with revenue on the phone
    has anyone come across this issue or similar
